1. Accessibility requirements and applicable criteria
The requirements for digital accessibility are set out in Legislative Decree no. 82 of 27 May 2022, implementing European Directive 2019/882.
The contents of the website must comply with the criteria established by the Web Content Accessibility Guidelines (WCAG) 2.1 at level A AA and by the technical standard UNI EN 301549. The four fundamental principles of digital accessibility, expressed by WCAG 2.1 are:
- Perceptible – The contents are presented in a clear and understandable way.
- Usable – The interface is easily navigable by all users.
- Understandable – The information and operations are intuitive and easy to interpret.
- Robust – The website is compatible with the most common assistive technologies.
Referring to the above-mentioned legislation, the self-assessment model published by AgID clearly lists the 50 success criteria to be used to assess a website’s accessibility. The guidelines on the accessibility of IT tools published by the same agency also specify that web content includes both textual and non-textual information, downloadable documents and forms, and forms of two-way interaction, such as the processing of digital forms and the completion of authentication, identification and payment processes.
Areas excluded from the application
Article 1, paragraph 5 of Legislative Decree no. 82/2022 states that the provisions of the decree do not apply to the following website content and mobile applications:
- time-based media pre-recorded and published before 28 June 2025;
- office file formats published before 28 June 2025;
- online maps and cartography services, where essential information for maps intended for navigation is provided in accessible digital form;
- third-party content that is neither financed nor developed by the economic operator concerned nor subject to its control;
- Website and mobile application content considered archived in the sense that it contains only content that has not been updated or reworked after 28 June 2025.
2. General description of the service
This site is aimed at end consumers and offers a commercial information service on the home and personal care products offered by the Risparmio Casa chain of stores in Malta. The platform’s main services include browsing the online flyer, checking out promotions and special offers, and finding the nearest store.
3. How the service works
The service is accessible on desktop, tablet, and smartphone devices using all major web browsers and is available in English. Navigation is straightforward via an intuitive menu.
Below is an in-depth look at how the main services offered by the website work:
- view flyer: Users can view and browse the flyer online by clicking on the dedicated menu item;
- view promotional products: Users can view promotional products from the dedicated section on the homepage;
- find sales outlets: Users can search for sales outlets by clicking on the specific menu item. On the dedicated page, users can search for a sales outlet by entering the city of interest or by their current location. For each sales outlet found, they can view the opening hours, address, and flyer.
- loyalty card operations: from the dedicated menu item, you can access the loyalty card vertical page, where you can review the service benefits and access an external site (https://www.cartafedelta.online/mt) where you can manage your loyalty card or create a new one;
- brand consultation: you can browse the brands sold in stores by clicking on the dedicated menu item;
- job application: if you wish to apply for a job, you can do so by clicking on the dedicated menu item in the footer;
- information requests: you can request information by filling out the dedicated form on the contact page, accessible via the footer menu. Alternatively, you can send an email to the contact listed in the footer.
4. Meeting accessibility requirements
To improve accessibility and user experience Risparmio Casa Malta has integrated into the website which is the subject of this information a widget (UserWay PRO).
UserWay PRO provides multiple features to improve website accessibility and user experience, through a dedicated panel that can be viewed by clicking on the widget icon or via the CTRL U keyboard shortcut, as listed below.
- Screen reader: reads all page content aloud without having to install an external reader.
- Dictionary: used to access the dictionary consultation without having to leave the website. Essential for persons with cognitive disabilities, non-native English speakers, and more.
- Larger text: used to increase the size of the text on the screen by offering four different levels of increase, making every part of the website immediately more readable.
- Saturation: sets the colour intensity of a website to high, low, or grayscale.
- Contrast: inverts the colours of a website or switches between light and dark contrast modes.
- Smart contrast: ensures that all colours on the website are fully ADA-compliant, ensuring greater visibility of content.
- Featured link: highlights links, buttons, and other interactive, clickable elements with light, high-contrast colours, making them easier to identify and improving website usability, navigation and overall accessibility.
- Stop animations: pauses content that moves or updates automatically, which is considered an accessibility barrier, and stops animations and flashing content that are distracting and can trigger seizures in at-risk individuals.
- Text spacing: adjusts text and line spacing to improve readability for dyslexic and low-vision users, offering three levels of adjustment for a personalised and more accessible reading experience.
- Line spacing: increases the height of lines to ensure more comfortable spacing for all text in place.
- Text alignment: aligns the website’s text left, right or centre to ensure a personalised and more accessible reading experience.
- Fonts for dyslexia: the “UserWay Dyslexia Friendly” font improves readability and offers an easier, smoother reading experience for visitors with dyslexia.
- Large cursor: increases the standard cursor size by 400% so that the pointer is always in view. Enables faster and more accessible navigation through hyperlinks, tabs and form elements.
- Suggestions: displays alternative text and ARIA labels for elements on the screen with a simple mouse hover. The prompts are prominent, high-contrast, and easy to read for visually impaired users with accessibility needs.
- Page structure: quickly reveals page titles, landmarks and links in a clear, structured, easily navigable and accessible way. Helps users with and without disabilities find the content they need faster.
In addition to the features that the user can activate from the accessibility menu, the UserWay PRO widget is able to detect numerous non-conformities on the website and make the necessary corrections in real time, without modifying the source code but only what the browser displays on the monitor. This allows the website to be more usable by all end users, including those using assistive technologies.
Accessibility of web content for users using assistive technologies, such as
screen readers, alternative keyboards or voice commands are also supported by the presence of ARIA attributes, useful for describing the role, state and properties of user interface elements, for communicating dynamic interactions (e.g. expandable menus, modals, sliders) to screen readers and for supporting keyboard navigation in complex components.
Compliance status
The guidelines and assessment checklist developed by AgID were used to determine the website’s compliance status.
This website is partially compliant with the requirements of Appendix A of the UNI CEI EN 301549 standard. Since it was published before June 28, 2025, the company intends to achieve full compliance upon the future publication of a new website.
5. Service provision process and accessibility monitoring
Risparmio Casa Malta, during a future complete update of the website covered by this notice, will pay particular attention to the service provision process so that it can meet the requirements defined by the digital accessibility regulations, also drawing on the support of external consultants for the possible following activities:
- technical verification of website accessibility through a gap analysis;
- user testing of the main user flows, also using assistive technologies;
- analysis of technologies, plug-ins and third-party services implemented on the website;
- report of gaps and non-conformities detected by technical verification and testing;
- correction of code and UserWay technology non-conformities;
- validation of the corrections of the non-conformities made;
- preparation of accessibility documentation available to the public;
- training of own personnel on best practices for digital accessibility;
- Definition of internal policies and methods to manage support requests sent by users.
Risparmio Casa Malta intends to evaluate the possibility of performing periodic technical checks to monitor the accessibility of the website over time, making any improvements that may occur as a result of suggestions from users.
In this case, the technical checks will be performed by an external consultant specialised in accessibility, who uses technological tools that are always up-to-date with current regulations to review compliance in various ways: with semi-automatic code checks, through manual user tests, and with the aid of assistive technologies.
